Maharshi Dayanand was a great writer of his time. As such, he had personal property in the form of printed, published and unpublished books. For the publication of his books, he had also established his own printing press, through which the work of book publishing was also done. Apart from these, he also had other material wealth in the form of handwritten and printed books, clothes etc. Although Arya Samaj were being established to continue his work, no single Arya Samaj could inherit all this property, because till then no central or universal Arya Pratinidhi Sabha had been organized. In this situation, Rishi Dayanand had written an acceptance letter (will) regarding the inheritance of his property and got it registered. Rishi Dayanand established an organisation named Paropkarini Sabha and appointed it as heir of his material wealth and bequeathed all the property in its name. This will was registered in Udaipur on 27th February 1883.

That the first copy of this Will be given to Swamiji Shri DayanandSaraswati duly signed and sealed by Shri MahadrajaCommittee of the state and the second copy be kept in the Patralaya (office) of the said committee and all councillors whose names appear in this will be sent one copy each duly printed in the Rajyantralaya (Govt. Will

I, Swami Dayanand Saraswati, according to the following rules, give the rights of everything that belongs to me – clothes, books, money and machinery etc. to the committee of 23 Gentlemen Aryapurushas and authorize them in writing to put it to good use so that it can be implemented on time. This committee, whose name is PROPKARINI SABHA, has the following 23 gentlemen members. Among them the following are the office bearers :-

RULES

  1. Just as the said assembly (Sabha) protects me and all my things as per the rules during the present or emergency period and engages them in work for the welfare of all, in the same manner, after me i.e. after my death, they should also engage in-
    First – In propagating the Vedas and Vedang scriptures i.e. in explaining them, reading them, listening to them, getting them printed etc.
    Second – To preach and teach the Vedic religion, i.e., by appointing a group of preachers and sending them across the country and islands, making them accept the truth and abandon the untruth, etc.
    Third – Should spend and get it done for the protection, nutrition and education of orphans and destitute people of Aryavart (Bharat)
  2. Just as this assembly (Sabha) makes all the arrangements in my presence, similarly after my death, send a councillor to understand and investigate the accounts of the Vedic Press after every three or six months to investigate all the income, expenditure and savings etc. and put his signature below them and send one copy of it to each councillor. After seeing some profit or loss in its management he should write about it to each councillor along with his advice. After that it is appropriate for each councillor to send his consent in writing to the Chairman and the Chairman should make appropriate arrangements with everyone’s consent and no member should behave lazily or inappropriately in this matter.
  3. It is appropriate and essential for this assembly (Sabha) to do it with enthusiasm, effort, seriousness and generosity as it is a work of supreme religion and charity.
  4. After my demise, the said assembly (Sabha) of 23 Arya persons should be considered as my substitute, that is, the same right that I have for everything, remains with the organization. if any of the above members, due to self-interest or someone else, asserts his right against these rules due to self interest or otherwise, it should be considered completely false.
  5. Just as this assembly (Sabha) has the right to protect and progress me and all my belongings in the present time as per its capacity, similarly it also has the right to perform the last rites of my deceased body. That is, after my demise my body neither be buried, nor thrown in the water or in the forest, make a funeral pyre only of sandalwood and if this is not possible, then take two maunds of sandalwood, four maunds of ghee, five seers of camphor, two and a half seers of agar-tagar and take ten maunds of wood and make an altar according to the Vedas as written in the Sanskar Vidhi, burn it after performing the Homa with the Ved mantras and do not do anything other than this, that is against the Vedas. And in the absence of the members of the assembly (Sabha) whoever is present on time should do the above mentioned activity and take the money spent by him from the assembly (Sabha)
  6. During my existence and after me, this assembly (Sabha) can remove any member it wants to and appoint any other qualified social Arya Purush in his place, but no member should be removed from the assembly unless otherwise inappropriate behaviour is found in his work .
  7. Like me, this assembly should always take efforts to interpret the Will or to follow its rules and pledges or to remove any member and appoint another member in his place or to take measures and efforts to resolve my distress and emergency which is in agreement with all the members. And if there is conflict in the consensus, then arrangements should be made as per the multilateral approach and always the opinion of the Chairman should be considered double.
  8. At no time can this Assembly remove more than three members after examining them for their crimes, unless representatives of the first three are appointed.
  9. If any member of the assembly dies or starts going against the aforesaid rules and the Vedic principles, then it is appropriate for the Chairman of this assembly to remove him with the consent of all the members and appoint in his place another qualified Aryan man following the Vedic principles.
  10. This Sabha has the right to make all the arrangements and to come up with new strategies, but if the Sabha does not have complete confidence and faith in its advice and ideas, it should fix a time by writing a letter and seeking the consent of all the Arya Samajs and make appropriate arrangements as per the multilateralism.
  11. The chairman should inform all the councillors in writing about more or less arrangements, accepting or rejecting, separating or appointing any councillor, or investigating the income, expenditure , savings and profit and loss every half yearly and yearly.
  12. Any dispute or dispute related to this acceptance letter should not be filed in the court of the local government officials. This assembly should administer justice on its own, but if it is beyond its capacity, then it should accomplish its task by submitting a request to the royal house.
  13. If, during my lifetime, I wish to give a reward i.e. pension to a deserving Aryan and get its documents prepared and registered, then it is appropriate for the Sabha to accept it and give it.
  14. I and the assembly (sabha) after my demise always have the right to change or reduce the above mentioned rules for any special benefit, progress, philanthropy or welfare work.
